Parents Face Charges of Child Deprivation
On July 25th, a grandmother spoke out regarding her grandchildren, whose parents are facing charges related to child deprivation. The children were taken from their home by the Department of Family and Children’s Services (DFCS) after authorities found them in deplorable conditions.
Discovery and Arrest
The incident was triggered by a phone call from the grandmother, Michelle Turner, to the Carroll County Sheriff’s Office. Turner was concerned about her 10-year-old grandson’s safety. When a deputy arrived at the mobile home on Highway 113, the conditions were found to be dire.
Conditions in the Home
The deputy’s report described the home as blazing hot with an overwhelming odor of animal urine and feces. The rooms lacked doors for privacy, and the refrigerator had a heavy-duty lock. Jessica Bailey, the mother, revealed that the family received $1,350 a month in food stamps and locked the fridge to make the food last longer. However, the deputy found the cabinets bare, and the children were often seeking food elsewhere.
Legal Proceedings
Jessica Bailey remains in Carroll County Jail after violating a bond condition, while the father, Steve Bailey, has bonded out. Both parents face three counts of child cruelty. The children will remain in DFCS custody following a hearing.
